Food regulation can sound distant until you remember what it actually covers: whether honey is really honey, whether allergens are picked up, and whether a new product is safe enough to sell. That was the thread running through the Government Chemist Conference, held on 23 and 24 June 2026 at Nexus, the University of Leeds Innovation Hub. Set against climate change, population growth and fast-moving food technology, the conference asked a practical question we all have a stake in: how do we keep the food system safe, fair and ready for change? The answer, again and again, was measurement. If something cannot be measured properly, it is much harder to check, compare or regulate with confidence. Hosted by Government Chemist Julian Braybrook, the event opened with a reminder that this role is not ceremonial. Under UK legislation, the Government Chemist provides independent referee analysis when enforcement authorities and food businesses dispute results. In plain English, this is the scientific backstop that helps settle difficult cases without every disagreement ending up in court. That matters because regulation only works when both sides trust the evidence. Recent investment, along with a move to new laboratory facilities in Guildford, was presented as a way to strengthen national testing capacity and support a refreshed programme focused on newer food challenges. We often talk about trust as if it appears by magic. This conference made the opposite case: trust has to be built through strong methods, well-equipped labs and people who can test claims properly.
Across the two days, speakers kept returning to one clear point: good regulation starts with good measurement. Professor Ian Young spoke about the Food Standards Agency's job in protecting public trust while still making room for innovation. That means clearer communication, more open decision-making and regulatory paths that businesses can understand. He also pointed to the regulatory sandbox for cell-cultivated foods, which is designed to help new products move through testing and oversight in a more structured way. What this means for you is simple. When a new food appears, regulators are not meant to approve it on excitement or reject it on instinct. They need evidence that is transparent, testable and fair. Port Health Authorities added a more hands-on view, showing how risk-based checks, supported by artificial intelligence, are helping staff focus on the highest-risk imported foods while still keeping standards high.
One of the strongest examples came from food authenticity work, especially on honey. Honey has high natural variability, which makes it difficult to verify with one simple test. Speakers argued that this is exactly why food science cannot depend on a single neat answer. Instead, laboratories may need several analytical methods, stronger reference datasets and standards that match up internationally. This matters beyond one product. When industry and regulators share data more effectively, they are better placed to spot unusual patterns, emerging risks and weak points in supply chains before a bigger problem develops. The lesson here is worth holding on to: in food regulation, confidence often comes from combining different pieces of evidence rather than waiting for one perfect result.
The conference also widened the view beyond factories and ports. Professor Jack Gilbert explored soil microbiology and agricultural systems, showing how better measurement and modelling can support productivity, resilience and food security. That may feel a step removed from the meal in front of you, but it is part of the same story. If we understand soil, crops and microbial life better, we can make better decisions much earlier in the food chain. Speakers also highlighted advances in diagnostics and testing designed to prevent foodborne incidents and support quicker decisions in fresh produce supply chains. In practice, that means earlier warning signs, sharper judgement and fewer chances for contamination to move unnoticed from one stage to the next.
Emerging food technologies raised some of the biggest questions. Engineering biology, alternative proteins and cell-cultivated products were discussed not as distant ideas, but as areas with real commercial and environmental promise. Even so, the conference was careful not to treat innovation as automatically beneficial. The central question remained the same: can the science show, clearly and reliably, that these foods are safe, authentic and described in a way people can understand? That is why speakers stressed the need for validated measurement frameworks, agreed terminology and suitable reference materials. In many cases, no single analytical method will do the job on its own. Delegates also took part in an engineering biology workshop to help shape the new EngBioMet initiative and its future priorities. By the end of the conference, the overall message was straightforward even if the work behind it is highly technical: reliable data, careful measurement and strong collaboration are what keep food rules credible.
