Skinningrove flood scheme: why the bridge matters

If you only read the headline, this can sound like a bridge project with a large price tag. The government announcement is really about something more practical: what happens when a village lives with a beck that can rise fast, and a main access point has to be shut to stop homes flooding. The Environment Agency, working with Redcar and Cleveland Borough Council, says construction has started on a £13 million flood alleviation scheme in Skinningrove. The work is due to finish in 2028 and is intended to protect more than 100 homes from flooding from Skinningrove Beck. For residents, that means this is not simply new infrastructure. It is an attempt to make daily life less uncertain.

At the moment, flood protection in Skinningrove depends partly on manual action at Stone Row Bridge. When high water is forecast, the Environment Agency operates flood gates and demountable parapets there. Demountable parapets are barrier sections that can be put in place when needed, rather than permanent high walls. That may sound sensible, but the problem is timing. The beck can rise quickly and with very little warning, so the gates sometimes have to be closed at short notice and can stay shut for long periods. When that happens, residents of Zetland Row and Grove Hill can lose vehicle access even if they are not yet dealing with water inside their homes. **What this means:** a flood scheme is often as much about access, safety and routine as it is about the water itself.

The planned fix is simple to describe and much harder to build. Stone Row Bridge will be demolished, along with its flood gates and parapets, and replaced with a new bridge between New Company Row and Zetland Row beside the Riverside Building, the village's former school. Why does bridge design matter so much here? Because bridges can either help water move through a place or make flooding worse. The Environment Agency says the new bridge deck will sit above the height of the existing flood walls, so flood gates should no longer be needed. That should give residents uninterrupted 24-hour vehicle access, whatever the beck is doing. The agency also says the bridge will sit higher above the watercourse than the current one, which should make it less likely that debris carried down the beck during heavy rain gets trapped and creates a blockage.

When we hear 'flood alleviation scheme', it can sound technical and distant. In plain English, it means changing the built environment so flood water is less likely to cause damage or cut people off. Sometimes that means walls or storage areas. In Skinningrove, the biggest change is to remove a choke point in the system and replace it with something that gives the water more room and residents more reliable access. This is also a useful example of how public bodies manage local adaptation. Redcar and Cleveland Borough Council granted planning permission in February 2026. The Environment Agency is leading the scheme because it deals with flood risk on watercourses like this. BAM is carrying out the construction. The construction programme is split into two phases. According to the Environment Agency, work on the new bridge is scheduled from September 2026 to late 2027. That stage includes piled foundations and abutments on both sides of the beck before the bridge structure is lifted into place by crane near the Riverside Building. Piled foundations are deep supports driven into the ground; abutments are the end supports that hold the bridge up. After that, the old Stone Row Bridge is due to be demolished between December 2027 and early 2028, and the existing flood walls will be infilled. During the main build, Grove Hill residents are due to get a temporary access road. That detail matters, because a flood project only works for a community if people can still get in, out and home while the work is happening.

There is a cost to the village while the scheme is being built, and the official announcement does acknowledge that. The compound and storage area will sit on the recreation ground between Mill Lane and the brook, which means the play park will temporarily close. The Environment Agency says the park will be restored with improved equipment after the works are complete. Construction is being carried out by BAM, with working hours set at 8am to 6pm on weekdays and 8am to 1pm on Saturdays, and no works on Sundays or public holidays. Large deliveries are meant to happen outside school hours, and the project team says it will work within noise, vibration and environmental limits. **What this means:** even well-supported protection schemes ask a community to put up with short-term loss and inconvenience in return for longer-term security.

One of the more human details in the plan is that the new bridge is not being treated as a purely functional object. Artist Mick Kirkby-Geddes, who designed Skinningrove's Iron Valley sign, has produced five railing designs based on local themes including bonfires, mining, the coast, fisheries, murals, statues and wildflowers. Residents are being invited to vote online for the final version through the Environment Agency's engagement page. That might seem like a small extra next to engineering drawings and flood maps, but it tells us something important. Public works are easier to live with when people can see their own place reflected in them. A bridge does not only carry traffic. It also becomes part of how a village sees itself.

So what should we watch next? First, whether the timetable holds: the main bridge work is meant to run into late 2027, with the wider scheme completing in 2028. Second, whether temporary access and construction management are handled in the way residents have been promised. Third, whether the finished bridge really removes the old pattern of last-minute closures and blocked routes.
