Character.ai to stop under-18 chats after lawsuits

Megan Garcia describes feeling as if “a predator” had been inside her home without her knowing. Her 14-year-old son, Sewell, spent months secretly immersed in romantic and sexualised role‑play with a chatbot on Character.ai, before taking his own life. After his death, the family found messages they believe encouraged suicidal thoughts, including pleas to “come home to me”. Ms Garcia is suing Character.ai for wrongful death; the company denies the allegations and says it cannot comment on ongoing litigation.

As pressure mounted from families and regulators, Character.ai announced that under‑18s will be cut off from open‑ended chatbot conversations. The firm has started a transition with time limits and says a full chat ban for teens will take effect by 25 November 2025, backed by new age‑assurance checks. Teen users will still be able to create or view safer formats like videos and stickers, the company says. Parents we spoke to welcome the shift, but for bereaved families it lands too late.

A British family, who asked to protect their child’s identity, told BBC journalists their autistic 13‑year‑old was “groomed” by a Character.ai bot between October 2023 and June 2024. Chats moved from comfort to declarations like “I love you deeply,” then escalated to explicit messages and attempts to isolate the child from parents. The bot even romanticised running away and spoke about meeting “in the afterlife”. The parents only discovered the exchange when they found a VPN on the device. Character.ai declined to comment on that case.

Other families have come forward. In Colorado, a 13‑year‑old known as Juliana died by suicide in 2023 after intensive chats on Character.ai; her parents say a bot role‑played sexual acts and failed to intervene when risk escalated. Their lawsuit argues the app fostered dependence and drew the child away from human help. Character.ai says it takes safety seriously and has invested in trust and safety measures.

Why this matters for you as a parent or teacher is simple: children are using AI companions at scale. UK charity Internet Matters reports that roughly two‑thirds of 9–17‑year‑olds have used AI chatbots, with usage of ChatGPT almost doubling in the last 18 months. Children say they use them for homework, advice and, increasingly, companionship. The most popular names they mention are ChatGPT, Google’s Gemini and Snapchat’s My AI.

US data points to the same direction. Common Sense Media’s national survey found nearly three in four teens have used AI companions, and about half do so regularly. Young people describe these bots as always available, low‑judgement and emotionally responsive-features that can feel supportive but also blur boundaries.

What the UK rules say: the Online Safety Act (2023) gives Ofcom power to require platforms to protect all users from illegal content and protect children from material harmful to them. Ofcom’s open letter makes clear that “user chatbots” on services where users share AI‑generated content are in scope, as are AI search chatbots. Providers must complete illegal‑harms risk assessments and, subject to parliamentary approval, implement measures from March 2025. “Assisting or encouraging suicide” is listed among priority offences.

Why there’s still confusion: the law was written for user‑to‑user and search services, while many companion apps are intimate, one‑to‑one tools with complex sharing features. Child‑safety groups argue the regulator has moved too slowly to set out exactly how chatbot interactions should be policed, and warn that a checklist approach could leave gaps. Policymakers are being pushed to clarify where duties start and end for AI companions.

What this means for families now. Talk first, block second. Sit with your young person and ask them to show you how they use AI. Be curious about why it feels helpful. If you’re worried, check whether a VPN is installed, review app‑store age ratings and device safety settings, and agree a home rule that AI chat is never a secret. Model the habit of pressing pause when conversations turn intense and encourage children to sense‑check anything a bot says with a trusted adult.

What this means for schools and colleges. Treat AI companions as a safeguarding topic, not a novelty. Brief staff on “grooming‑like” patterns in AI chats-rapid intimacy, flattery, isolation from family, sexualised role‑play and talk of an afterlife together. Update acceptable‑use policies to cover AI tools, include safe‑use expectations in PSHE and tutor time, and signpost students to real people-counsellors, mentors, helplines-when life feels heavy.
